About the Democracy Dialogues Series :

The idea behind this series - which we would like to call 'Democracy Dialogues' - is basically to initiate as well as join in the on-going conversation around this theme in academic as well as activist circles.

We feel that the very idea of democracy which has taken deep roots across the world, has come under scanner for various reasons. At the same time we have been witness to the ascendance of right-wing forces and fascistic demagogues via the same democratic route. There is this apparently anomalous situation in which the spread and deepening of democracy have often led to generating mass support for these reactionary and fascistic forces.

Coming to India, there have been valid concerns about the rise of authoritarian streak among Indians and how it has helped strengthen BJP's hard right turn. The strong support for democracy here is accompanied by increasing fascination towards majoritarian-authoritarian politics. In fact, we would like to state that a vigorous electoral democracy here has become a vehicle for hindutva-ite counterrevolution.

We are happy to inform you that the online series of public talks - Democracy Dialogues - organized by the New socialist Initiative (NSI) is being resumed from this month. We would like to invite you to the upcoming talk (9th in the series) by Ravish Kumar - the Magsaysay Awardee famous journalist, commentator and TV anchor. As you know Ravish is a keen and insightful observer of the Indian political scene and an epitome of moral courage. We are really delighted to have him as our next speaker.

We take this opportunity to apologise to you for this gap of 4 months in this series of lectures. The sole reason behind this gap has been the trauma and colossal tragedy that India has suffered during the second wave of the pandemic. We all have been witness to this disaster and for many of us it has struck too close at home, among friends and acquaintances and in the neighbourhoods. We felt ill at ease with organizing these lectures amidst the suffering that was all around us.

Ravish would like his talk to be as interactive and conversational as possible. We really hope that you will not only join in but also participate in the conversation. The programme will be Facebook live. For security reasons the zoom link will be sent to a limited number of participants.

Some Remarks About Movements - Ravi Sinha




Accountability is foundational to democracy and, ultimately, people are supposed take those in power to account through democratic processes and mechanisms. But, then, we also know what often happens in democracy. Electoral competition gives rise to ‘technologies’ (often religious, cultural and identity-based) which turn citizens into “Bhakts” (devotees) and storm-troopers (remember Hitler’s “Brownshirts”). The dark side of democracy comes on top more often than the other side. India is witnessing that disaster. Trump was a testimony to the same phenomenon in the United States.

But what about movements? Are they also supposed to be accountable to someone or something? One would presume that movements are accountable to their own missions, values, objectives, arguments and strategies. Is anyone taking the movements to account on that score?

One would imagine that the left movement has been taken sufficiently to account all over the world. So much so that, for most people, there is no longer any need to take it to account. In many eyes, it is finished. Why waste time on something that is finished? And yet, a most curious thing is that left remains the favourite whipping boy of most other movements and their intellectual luminaries. Here in India a favourite pre-occupation of Dalit intellectuals is to expose the Savarna (upper caste) hegemony over the left movement and many feminists focus on the misogyny of leftists. As if in a survey of the Indian society leftists have come on top as the most likely and most numerous perpetrators of oppression and violence against Dalits and women! There is no denying that left must be taken to task for all its ills and all its failings. But, should a movement that is often pronounced dead be the prime example when it comes to evaluating movements?

The Bahujan Samaj Party (BSP) in Uttar Pradesh has declared that it would be the party that would actually build the Ram temple. This party is openly and loudly appealing to Brahmins as a caste to come into its fold. Babasaheb Ambedkar famously talked about annihilation of caste and declared that there is no scope of Dalit liberation under Hinduism. This irony is not confined to BSP. A Dalit is submissively the President under the current dispensation and an ex-Dalit Panther is a minister. All this can be explained away as pragmatic responses to the demands and rigours of democracy. But what about the movement itself? What about Ambedkar’s mission?

The question goes far deeper. Why is it the case that Hindutva has been able to make such inroads into Dalit communities? In what ways and to what degrees the ‘Hindu civilizational mind’ sits within the ‘Dalit cultural mind’? Why is it the case that in Gujarat carnage and elsewhere Dalits have been as much and as willing a part of the Hindutva “Brownshirts” as any other community? Why is it the case that an occasional Dalit leader who emerges as a fiery meteorite in the aftermath of a gruesome atrocity disappears as fast from the social and political horizon and the masters of the electoral machinations remain as much in control of the actual political arena?

One hopes that the theorists of social movements – from Columbia and Harvard Universities to JNU and Osmania – are earnestly grappling with this puzzle. We all know the simple and common-sense answers, but they do not suffice. The puzzle needs a deeper explanation. How long the intellectual prophets of the social movements remain content with celebrating the history and the survival of these movements? How long will Dalit writers remain content with asking the caste lineage of other (Savarna) writers and denouncing them for the surnames they use? How long will they be content with demanding monopoly over literary depiction and theoretical explanation of Dalit life and experience? Real questions and real challenges remain unattended.

 



जवाबदेही लोकतंत्र का मूलभूत तत्व है और, माना जाता है कि अंततः लोग ही लोकतांत्रिक प्रक्रियाओं और तंत्रों के माध्यम से सत्ता में बैठे लोगों पर निगरानी रखते हैं, लेकिन हम यह भी जानते हैं कि लोकतंत्र में अक्सर क्या होता है। चुनावी प्रतिस्पर्धा  ऐसी ''तकनीकों" (अक्सर धार्मिक, सांस्कृतिक और पहचान-आधारित) को जन्म देती है जो नागरिकों को "भक्त" और उत्पाती सैनिकों के रूप में  (हिटलर की "ब्राउन शर्ट्स" याद करें) तब्दील कर देती है। लोकतंत्र का यह अँधेरा पहलू दूसरे पहलू की तुलना में अधिक बार उछल कर सामने आता है। आज हिंदुस्तान उसी तबाही के दौर से गुज़र रहा है। अमेरिका में ट्रम्प इसी तरह की परिघटना का उदाहरण था। 

लेकिन क्या आंदोलनों को भी किसी व्यक्ति या किसी विचार के प्रति जवाबदेह होना चाहिए? यह कहा जा सकता है कि आंदोलन अपने स्वयं के मिशन, मूल्यों, उद्देश्यों, तर्कों और रणनीतियों के प्रति जवाबदेह होते हैं। क्या इस हिसाब से कोई आंदोलनों का मूल्यांकन कर रहा है?

वामपंथी आंदोलन के लिए तो यह सच है कि उसका लेखा-जोखा पूरी दुनिया में पर्याप्त रूप से किया गया है। यहाँ तक कि, अधिकांश लोगों के लिए अब इसे टास्क के रूप में लेने की कोई ज़रूरत ही नहीं रह गई है। बहुतों के लिए तो वामपंथ ख़त्म ही हो गया है। जो ख़त्म हो गया है उस पर समय क्यों बर्बाद करना? लेकिन फिर भी,सबसे मज़े की बात यह है कि वामपंथ अभी भी अधिकांश अन्य आंदोलनों और उनके बौद्धिक दिग्गजों की आलोचनाओं का पसंदीदा निशाना बना हुआ है जिसको जब चाहे कोड़े मारे जा सकते हैं। यहाँ भारत में दलित बुद्धिजीवियों का प्रिय शगल वामपंथी आंदोलन में सवर्ण (उच्च जाति) वर्चस्व को उजागर करना है और बहुत सी नारीवादियों का काम तो बस वामपंथियों के 'स्त्री -द्वेष' पर ही ध्यान केंद्रित करना है। मानो भारतीय समाज के किसी सर्वेक्षण में दलितों और महिलाओं के खिलाफ उत्पीड़न और हिंसा के सबसे संभावित और सबसे बड़े अपराधियों के रूप में वामपंथी ही उभर कर आए हों! इस बात से इनकार नहीं किया जा सकता है कि वामपंथ को अपनी सभी बीमारियों और अपनी सभी विफलताओं की ख़बर लेनी चाहिए। लेकिन, क्या एक आंदोलन जिसे अक्सर ही मृत घोषित कर दिया जाता हो उसे आंदोलनों के मूल्यांकन के प्रमुख उदाहरण के रूप में लिया जाना चाहिए?

 उत्तर प्रदेश में बहुजन समाज पार्टी (बसपा) ने घोषणा की है कि यही वह पार्टी होगी जो वास्तव में राम मंदिर का निर्माण करेगी। यह पार्टी खुलेआम और जोर-शोर से एक जाति के रूप में  ब्राह्मणों को अपने पाले में आने की अपील कर रही है। सभी जानते हैं कि बाबासाहेब अम्बेडकर ने जाति-उन्मूलन की बात की थी और घोषणा की थी कि हिंदू धर्म के तहत दलित मुक्ति की कोई गुंजाइश नहीं है। यह विडंबना बसपा तक ही सीमित नहीं है। वर्तमान शासन में एक दलित विनीत भाव से राष्ट्रपति बनता है और एक पूर्व दलित पैंथर एक मंत्री है। इन सब बातों की व्याख्या तो इस तरह की जाती है कि लोकतंत्र की बाध्यताएँ  इस व्यावहारिक आचरण के लिए मज़बूर करती हैं। लेकिन खुद उस आंदोलन के बारे में क्या कहा जाए? अम्बेडकर के मिशन का क्या हुआ?

सवाल और भी गहरा है। ऐसा कैसे हुआ कि दलित समुदायों में  हिंदुत्व इस तरह की पैठ बनाने में सफल रहा?  'दलित सांस्कृतिक दिमाग' में  'हिंदू सभ्यतात्मक दिमाग' किस तरह और किस हद तक बैठ गया है? ऐसा क्यों है कि गुजरात नरसंहार के दौरान और अन्य जगहों पर भी दलित हिंदुत्व के "ब्राउन शर्ट"  बनने के उतने ही आकांक्षी रहे हैं जितना कि कोई अन्य समुदाय? ऐसा क्यों है कि दलितों के ऊपर अत्याचार की किसी घटना के बाद कोई दलित नेता किसी प्रज्ज्वलित उल्कापिंड की तरह सामने आता है, लेकिन सामाजिक और राजनीतिक क्षितिज से उतनी ही तेजी से गायब भी हो जाता है जबकि चुनावी खेल के खिलाड़ी ज़मीनी राजनीतिक अखाड़े पर अपना पूर्ण नियंत्रण बनाए रहते हैं?

 उम्मीद है कि  कोलंबिया और हार्वर्ड विश्वविद्यालयों से लेकर जेएनयू और उस्मानिया तक के सामाजिक आंदोलनों के सिद्धांतकार - इस पहेली को गंभीरता से ले रहे हैं। हम सभी सरल और सामान्य बुद्धि के उत्तर जानते हैं, लेकिन वे पर्याप्त नहीं हैं। पहेली को एक गहरी व्याख्या की जरूरत है। सामाजिक आंदोलनों के बौद्धिक पैग़म्बर कब तक इन आंदोलनों के इतिहास और इनके बचे रहने का जश्न मनाने से ही संतुष्ट रहेंगे?

दलित लेखक कब तक अन्य (सवर्ण) लेखकों की वंशावली पूछते रहेंगे और उनके जातिनामों के लिए उनपर इलज़ाम लगा कर संतुष्ट होते रहेंगे? वे कब तक दलित जीवन और उसके अनुभव के साहित्यिक चित्रण और उसकी सैद्धांतिक व्याख्या पर एकाधिकार की मांग भर करते रहेंगे? असली सवाल और असली चुनौतियों पर अभी ध्यान नहीं दिया जा रहा है।

WHY NO ONE IS TALKING ABOUT INDO-BRITISH TRADE DEAL ?

 


Samuel Johnson famously said, “Patriotism is the last refuge of the scoundrel.” The two prime ministers in the photograph below would claim to be patriots both. The scoundrel part should be left to your judgment, but it is obvious that both of them cannot claim to be patriots at the same time.

These two prime ministers came up with a deal a couple of days ago that no one in India is talking about.  Even the Indian government, uncharacteristically, is not trumpeting about it. The UK government announced the day before yesterday that it sealed a deal with India in which Indians will make a one billion pound ($1.39 billion) investment in the UK creating 6500 British jobs. In addition India will open its market doors wider by reducing tariffs not only on British cars and British whisky but also on British apples and pears.

It looks curiouser than Alice’s Wonderland. India lost 7.25 million jobs in April alone. Actually Tens of millions of Indian jobs have been lost during the pandemic and during the Modi misrule. And Indian moneybags facilitated by the Modi government are going to invest more than Rs 10 thousand crores in the UK creating highly paid British jobs! On top of that India will also hurt the interests of Indian producers of apples and pears (also of cars and whiskeys) by lowering tariffs on British goods. What is India gaining out of it?

But if you think about it, it is not so surprising. This is a government that spends tens of thousands of crores on a new central vista, a new parliament and a new house for the Prime Minister at a time when thousands are dying due to shortage of oxygen and of hospital beds. This is also a regime under which its favourite corporate houses have registered fattest profits ever during the worst humanitarian crisis that India is groaning under.

This Prime Minister not only helps corporate houses to amass mountains of wealth in an India where people are losing jobs, facing unimaginable hardships – many are on the verge of starvation; where cremation pyres are spilling on to the roads and burning 24x7. He also helps them take that money to safe houses on foreign shores – invest in rich countries and create jobs there. Can he qualify to be a patriot, even if one ignores Samuel Johnson’s reference to being a scoundrel?

How anti-national this government and this Prime Minister can become? And why is this Indo-British deal not being talked about here in India?"

Abstract:


There has of late been a sudden and rapid growth of neo-fascism all over the world. The neo-fascists are not yet in a position to capture power in many countries; and even where they do, they are not yet in a position to make the transition to a fascist State. But they contribute everywhere towards a fascification of the society and the polity. This emergence of neo-fascism is the culmination of the global pursuit of the neo-liberal trajectory, which greatly widened income and wealth inequalities in every country and led even to an absolute immiserization of vast masses of the working people in third world countries like India. For a while the hope was entertained that the people would become better off in due course as rapid growth continued. But with the onset of the global economic crisis, itself a result of the widened economic inequalities, such hopes have been belied. The corporate-financial oligarchy therefore has to find a new prop for itself and forms an alliance with neo-fascist elements to shift the discourse away from conditions of material life towards vilifying the “other”, typically a hapless religious and ethnic minority.

Can science seep into culture and modernity intervene in the social mind? Did it happen only for the western civilization? Will others in the East have science only as a means to prosperity, an instrument of power and a weapon of war? Will Indians have smartphones mostly as an instrument for spreading lies, rumors and hate?

विज्ञान, संस्कृति और लोकमानस

 आम धारणा ये है कि विज्ञान कार्य-कारण सम्बन्धों का इलाका है जहाँ जगत की व्याख्या की जाती है,जबकि संस्कृति व्यक्ति और समाज के मानस का तथा परम्परा, नैतिकता और आचार-व्यवहार का वह क्षेत्र है जहाँ जीवन के रूप और जीने के अर्थ प्रस्तावित और निर्धारित होते हैं. दोनों के अन्तर्सम्बन्धों के बारे में भी कुछ आम धारणायें हैं. अति-विज्ञानवादी एक शुद्ध वैज्ञानिक संस्कृति को मानव-जाति का अंतिम गन्तव्य मानेंगे तो संस्कृति की मानविकता पर ज़ोर देने वाले यह कह सकते हैं कि विज्ञान मनुष्य के लिये एक उपकरण से अधिक कुछ नहीं है. बीच के रास्ते भी अपनाये जाते हैं. आइन्स्टाइन जैसा व्यक्ति यह कहता है कि धर्म के बिना विज्ञान लंगड़ा है और विज्ञान के बिना धर्म अंधा है. आधुनिकता के इस युग में विज्ञान एवं संस्कृति का आपसी रिश्ता समाज और इतिहास के सबसे गूढ़ और विवादास्पद विषयों में से एक है.

इस व्याख्यान में इस विषय की एक प्रारम्भिक चर्चा छेड़ी जायेगी. इसके लिये यूरोप में वैज्ञानिक क्रांति का उदाहरण लिया जायेगा और यह देखने की कोशिश की जायेगी कि लगभग आधी सहस्राब्दि के इतिहास में विज्ञान और संस्कृति की अन्तरक्रिया ने लोकमानस में हस्तक्षेप के कैसे उदहारण प्रस्तुत किये. आधुनिक विज्ञान का उद्भव एक अत्यंत जटिल परिघटना थी जो ग्रीक दर्शन के पुनर्जागरण, ईसाई धर्म की अन्दरूनी उथल-पुथल और तदुपरान्त पूँजीवाद के उद्भव के संयुक्त प्रभाव में सम्पन्न हुई. यह आधुनिक विज्ञान सामजिक जीवन में केवल औद्योगिक क्रान्ति और भौतिक जीवन में तकनीक और बाज़ार के योगदान के ज़रिये ही नहीं उतरा. संस्कृति में विज्ञान का एक सीमा तक रचते-बास्ते जाना एक और भी जटिल प्रक्रिया थी जिसमें वैचारिक संघर्षों की भी भूमिका थी और राजनैतिक-सामाजिक संघर्षों की भी.

 विज्ञान और संस्कृति के अन्तर्सम्बन्धों की जटिलता के कारण अति-सामान्यीकृत धारणाओं का प्रचलन आम है. विज्ञान की उपकरण-वादी समझ भी आम है जिसमें वह व्यवस्था और शासक-वर्गों के औज़ार के रूप में प्रकट होता है तथा पूँजीवाद, उपनिवेशवाद और साम्राज्यवाद के सभी अपराधों में संलिप्त माना जाता है. और इसके बावजूद एक सार्वभौमिक आधुनिक विज्ञान से तो किसी को छुटकारा है तो उसका किसी के पास विकल्प है. दुनिया के अधिकांश देशों में विज्ञान प्रायः अपने तकनीकी उत्पादों के रूप में ही पहुंचा है. जीवन पर उसका प्रभाव प्रत्यक्ष है लेकिन संस्कृति के साथ उसकी अंतर्क्रिया और भी जटिल हो गयी है. संस्कृतियों ने विज्ञान से औज़ार और हथियार तो अपना लिए हैं लेकिन उसके विचार को अपने दरवाज़े के बाहर ही खड़ा कर रक्खा है. तो क्या विज्ञान का सांस्कृतिक रूपांतरण में गहराई से शरीक होना और लोकमानस को बड़े पैमाने पर प्रभावित करना एक आकस्मिक घटना थी जो पश्चिमी सभ्यता में तो फलीभूत हुई लेकिन बाक़ी दुनिया में इसकी आशा करना व्यर्थ है?

 यदि आधुनिक विज्ञान सार्वभौमिक है और संस्कृतियाँ अपनी अलग-अलग विशिष्टतायें लिए हुए हैं, तो क्या इनकी परस्पर क्रिया के बारे में यूरोप तथा पश्चिम के उदाहरण से हमारे लिए कोई सबक़ नहीं निकलते? क्या विज्ञान हमारे यहाँ केवल औज़ार और हथियार के रूप में ही स्वीकार्य होगा या उसकी यहाँ की संस्कृति से भी कोई अंतर्क्रिया होगी जिसे समझने और संचालित करने की आवश्यकता है? यदि मन्दिर की रथयात्रा के तर्ज़ पर विज्ञान की रथयात्रा नहीं निकाली जा सकती तो लोकमानस में विज्ञान के हस्तक्षेप के रास्ते कहाँ से निकलेंगें? क्या हम पॉपुलर साइंस के लेक्चर्स से और अन्धविश्वास-उन्मूलन के आन्दोलनों मात्र से समाज में विज्ञान की जगह बना पायेंगें? या हमारा काम यह है कि हम पूँजीवाद के हाथों से छीनकर विज्ञान को वर्ग-संघर्ष का और समाजवाद का हथियार बना दें? तो क्या, अंततः, हमारे लिये भी विज्ञान उपकरण मात्र ही है या हमारी संस्कृति के रूपांतरण में भी, उसे नया और वांछित रूप देने में भी, विज्ञान की भूमिका बनेगी?
